this problem is related to the 7812 which is a 12V regulator and the caps around it. also, bad solder joints on the pain board. it's about a 20 mins repair.

7812 location Q801 all the caps all around the area need to be replaced.
then just look at the bottom of the board to bad solder joints. this unit also gets display problems which is also bad solder joints on the display board
