As a follow-up. Problem is solved. When CCP crashed it corrupted a temporary file folder on the PC. I had seen the folder previously while looking for temp files, but file explorer said it was empty, so I ignored it. Turns out it the folder itself was corrupt and CCP couldn't write to it. Deleting it solved the problem.
